Early intervention?

During 2005, there was bickering between Tony Abbott and state health ministers about the running of Australia's mental health system.
Now, John Howard has announced that the nation's mental health crisis will be tackled "...under a new partnership between state and federal governments that will boost early intervention, counselling and residential care..."
He hasn't revealed many details, but will so-called 'early intervention' include putting an end to dangerous, unregulated psychotherapy practices?
Somewhat mysteriously, Tony Abbott is not mentioned in two of the following stories, and only in passing in the third.
